In Memoriam

Stephen T. Guthrie, age 71, Chief Financial Officer and
a Managing Director of Denver-based
Meneren Corporation, passed away on the 6th of
October, after a long and
courageous battle with metastatic melanoma. Steve has
been a treasured part of the Meneren family since 1994,
and his work has benefitted many people worldwide.
Steve is survived by his wife Judy Guthrie of Larkspur,
Colorado, his daughter Jennifer Guthrie Vietas of
Okinawa Japan, and his daughter Cynthia Guthrie Orleans
of Frisco, Texas.
Steve's kind and thoughtful presence will be greatly
missed by his family, friends, co-workers, and all of
those who his life has touched.

10th Annual World Free Zone
Convention, 2010
The Chairman & CEO of Denver-based
Meneren Corporation,
Mr.
William A. Tolbert, was an invited guest speaker
at the 10th Annual World Free Zone Convention, which was held
this year in Ras Al Khaimah, UAE, from the 31st of
October to the 4th of November. Over 100 global leaders in
International Free Trade Zone development and operations
attended this annual event. Mr. Tolbert was
asked to speak on the topic of "Responses by
Government to the Economic Crisis and Effects on Inward
Investment". A copy of his

In addition, Mr. Tolbert was given the privilege of
authoring the history of the host Free Zone for a
special section of the Khaleej Times, the principal
newspaper of the United Arab Emirates. See the

It should be noted that the Rulers Court today also
announced with deep regret, the sad demise of
His Highness Sheikh Saqr Bin
Mohammed Al Qasimi, Supreme Council Member and Ruler
of Ras Al Khaimah. At the same time it
announced that the convention will take place as
scheduled, but without any celebrations or
entertainments.

Natural Resource/Commodity
Focused Ventures
For the past year, Meneren
Corporation, a US-based international project
development/project management company, studied the
changes taking place in global financial markets.
As the uncertainty in traditional global
financial markets continued to grow, Meneren saw more
and more smart businessmen and investors (including high
net worth individuals and sovereign funds) begin to look
increasingly into a wide range of natural resource
focused markets (commodities) and related investments.
Although the early investor targets were
mostly related to metals and energy resources, many wise
investors were increasingly turning their focus to other
commodity markets, including agricultural/food products
and the logistical chains associated with moving
perishable commodities.
Based on what it saw happening in
global markets, Meneren Corporation began working with
two groups of international partners to develop two
strategic, large scale, international natural resource
projects which provide access to major commodity markets
involving high quality food chains.
These two projects that Meneren staff
have been actively working on include:
1.
A major new, dedicated specialty port and
perishables logistics center on the Panama Canal. This
multi-modal logistics center project is being driven by
a group of large South and Central American agricultural
cooperatives interested in building a dedicated
perishable foods logistical chain in Latin America that
includes consolidation, processing and shipping, of
perishable products produced in one of the largest food
production regions in the world. The project has
strong political support and is being led by one of the
largest fruit and vegetable exchanges in the hemisphere.
2.
A major agricultural/farming industry
initiative in the Republic of South Africa that involves
exclusive farming and agricultural ownership and
off-take joint venture agreements for a wide spectrum of
agricultural products. This project has the support of
South African government officials and large industry
land owners. Large Arab and Indian trading
companies and sovereign funds have already started
"developing" agricultural lands and farms in this and
other rich South African agricultural regions as part of
a strategic move to develop fresh commodity chains.
Both of the above projects could allow
international business partners to participate in global
food commodity production and related supply chains.
Both will benefit local farmers and producers seeking to
improve the quality and quantity of production of their
products, while expanding their international market
links.
Both of the above projects provide a
unique opportunity to structure high quality perishable
food supply lines with state of the art "chain of
custody" tracking systems that ensure a long term supply
of high quality, traceable, food
commodities, including Halal Certified
food products.

Latin America’s First “Branded
City” Planned for Panama Gold Coast
Meneren
Corporation, a US-based international project
development/project management company today announced
that it expects to resume completion of the detailed
master plan for a 3,000 Hectare waterfront community
along the Gold Coast of Panama, in Cocle Province.
The preliminary master plan for
this new community was crafted by internationally
recognized North American master planning firms in
2006. It provided for 10,000 residential units situated
on a series of golf courses, fresh and salt water
marina’s, and an equestrian center.
The incorporation of a Village
Center, with commercial and retail space, an Ecological
Center, several resort hotels, casino’s and spa’s,
combine to create what is called a
“Branded City” in booming overseas markets.
Branded Cities have been very successful because their
Developers have the ability to plan, design and build a
fully sustainable community from the ground up. Grand
Panama, as it is being called, will have an ultimate
population of 25,000 and provide post-construction
employment for an estimated 5,000 Panamanian’s.
Grand
Panama, will
be designed and constructed using important “Sustainable
Development” principles. Meneren
Corporation was previously selected by the United
Nations to complete a specialized development master
plan to protect one of the most sensitive ecological
treasures in the Eastern Hemisphere, and Meneren hopes
to make Grand Panama
one of the “greenest” large scale projects in the
America’s—something that the people of Panama can be
especially proud of.
Meneren
Corporation and its technical team have
global experience in planning commercial marina’s and
commercial cruise terminals, and believe that
integrating a “mega-yacht” harbor into the Grand
Panama master plan will benefit locals and
international visitors to Panama and the region.
The initial master plan effort for
Grand Panama
was suspended when the land which had been sold to
Grand Panama International Ltd,
Meneren’s Client, became entangled in one of the most
contentious Probate Court disputes in Panama’s history.
After a year and a half of intimidating charges and
counter charges between the Legatee’s and the Executor
of the estate, Meneren is now hoping that the land
purchase can be allowed to go forward by the Panama’s
courts in order to finalize the master plan and
Government permitting process over the next months.

World Leader in
Sustainable Development Joins Meneren Corporation as
Senior Vice President-International
January 2006--Meneren
Corporation is honored to announce that its executive
team has been joined by Mr.
Nicholas Sonntag, a seasoned
international executive and recognized global expert in
field of Sustainable Development. Mr. Sonntag will
serve as Meneren’s Senior
Vice President International.
Mr. Sonntag comes to Meneren Corporation
from CH2M HILL International, where he was President of
CH2M HILL’s China and Canadian operations. Mr. Sonntag
previously served as the Executive Director of the
Stockholm Environmental Institute and was Chief of Staff
to the United Nations-UNCED Secretary General,
Maurice Strong (1992 Earth Summit). The addition of Mr. Sonntag's expertise
adds to the strong conservation and renewable energy
credentials of the Meneren executive team and reflects

Selected as Project Integrator for
Grand Panama Pacific Resort
Meneren Corporation has been selected by
Grand Panama International Ltd, I.B.C. to serve as the
Project Integrator for a new 6,900 acre Pacific beachfront
resort/development 90 minutes West of Panama City,
Panama. This major resort development will include
a master planned community with 5 golf course
residential developments, an equestrian center, a
beach resort, a 5-star hotel/casino, and three new
marina's, including one designed specifically for super
yachts. Meneren Corporation is also an equity

Meneren Corporation Leads
Consortium in Final Negotiations for
30-year BOT
Concession for UAE Regional Airport
Meneren formed and leads the
international consortium (RKT Airport Management
Services FZC - "RAMS") that is in final negotiations for
taking over the national airport of Ras Al Khaimah.
The Meneren consortium, which includes
ADC Canada (a
successful international airport operating company),
Meneren UAE FZC (a successful mega-project integrator),
and IAS (a project investment company owned by
H.H.
Prince Idris Al-Senussi. The concession agreement
provides exclusive rights to operate the existing RAK
airport (passenger and cargo) and further develop the
adjoining 18 Square Hectares of commercial and
industrial land. Meneren Corporation is an equity
holder in RAMS. (October

Meneren Corporation
Selected to Lead Master Development Planning for
Templin
Airport, Berlin Germany
Meneren Corporation has been selected by
Templin Airport Corporation Inc., to lead the
development of the Master Development Plan (MDP) for
this 1486 Hectare dedicated cargo airport 43 km NE of
Berlin. Templin Airport, which has one of the
longest and best maintained runways in Europe, was a
former Russian strategic bomber base that will serve as
a major regional cargo hub for cargo carriers and
express courier package services. The MDP is
expected to lead to a 200 million Euro expansion and
upgrade program. (July 2005)

New Offices
in the United Arab
Emirates (UAE)
Infrastructure development is booming in
the UAE. There are more construction cranes in the
air in Dubai than in Beijing. A recent real
estate-based IPO (public offering on the Dubai exchange)
was intended to raise 2 billion Durham's (about $540
million USD) was oversubscribed by 57 times (100+
billion Durham's)! Based on Meneren' past work in
the region and its successful relationships with several
Royal Family members, it formed "Meneren UAE FZC" as a
subsidiary and has set up offices in Ras Al Khaimah and
Dubai. Meneren is currently engaged in the development
of a regional airport, various Free Zone properties,
waterfront land development, and a new cruise terminal.

Helps Develop New
Airport
and Free Zone in Quito
Ecuador
Meneren Corporation
has created a commercial development plan for the 220 Ha
Export Processing Zone portion of a new $500 million BOT
green-field international airport in Quito, Ecuador. The
commercial Free Zone Park is part of a 1700 Ha Free Zone
site that includes the new airport. The Meneren FZ
development plan included creating the economic models
for the adjoining Export Processing Zone which can be linked to taxiways
for Just-In-Time manufacturing activities. Meneren
worked closely with an international consortium in the
development of QUIPORT. The consortium included AECON of Canada and the Canadian Commercial Corporation (a Crown
Corporation), Houston Airport Development Corporation, CORPAC, Airport
Development Corporation (ADC) of Canada, Dresdner Kleinwort Wasserstein,
(the projects London-based financiers), and Marshall Macklin Monaghan.

Meneren Corporation
Teams with CH2M HILL on NY Port Project
Meneren Corporation teamed with CH2M HILL, North
America's top ranked environmental firm, on a project to
structure a Public-Private-Partnership with the Port
Authority of New York and New Jersey (PANYNJ) for the
safe disposal of contaminated dredge materials.
Meneren Corporation helped to structure the legal
structure for the model Public-Private-Partnership
(PPP). Meneren Corporation also developed
business and financial models for the PPP and
identified sources of local, state, and federal
funding, along with private foundation and non-profit
funding applicable to this project. The
Meneren structured project would result in a savings
to the PANYNJ of approximately $70 million in environmental
remediation costs.
