• Plan and develop a Western-style business incubator
• Analyze US, EC and required markets
• Structure a "vision" for RAKFZ
• Evaluate economies
• Develop a "bankable package" of site and business plans
• Provide ongoing analysis and technical support of RAKFZ operations
• Oversee implementation of master plan through build-out and leasing
